Board of Directors
The Gaming Security Professionals of Canada (GSPC) is guided by a dedicated Board of Directors elected from among its Members and Alumni. Representing regions across Canada and both public and private sector gaming organizations, the Board provides strategic leadership, governance, and oversight to advance the mandate of the GSPC. Each Director brings extensive experience in casino and gaming security, contributing to a collaborative national network committed to excellence, integrity, and the continuous strengthening of our industry.
President and Vice President terms are three (3) years. Elections are held during the Annual Business Meeting.
President & Executive Director
Kevin Sweeney
Director, Enterprise Compliance and Security
Kevin Sweeney leads the Enterprise Compliance and Security portfolio at BCLC. He provides subject matter expertise on compliance, security and asset protection operations and technologies and development of all policies, training and programs for areas of security, surveillance, asset protection, internal controls and compliance standards for BCLC corporate offices, casinos, community gaming centres, commercial bingo halls, lottery retail outlets and BCLC online gaming platform (Play Now).
Kevin has over 23 years of experience in the gaming industry and has held senior management positions within both the Private and Public Sector. Kevin is board certified in Risk Management, holds the Certification for International Counter-Cybercrime Professionals (CICP), is working on his MBA and has been called upon as a subject matter expert for Casino Security and Surveillance Operations in the development of various curriculum and training programs, lectured at various national and global conferences as well has been called as an expert.

Pierre Côté
Senior Strategic Security Advisor
Pierre Côté is a Senior Strategic Security Advisor at Loto-Québec with experience in the fields of security, surveillance, compliance and investigations. He previously held the role of Operations Manager and has an academic background that includes studies in criminology and organizational psychology.
Building on his established experience in these fields, he has developed expertise in physical security analytics and intelligence, technological innovation, and the practical application of artificial intelligence to security operations.
In June 2026, he was appointed to the Gaming Security Professionals of Canada (GSPC) Board of Directors, where he contributes his expertise to support the organization’s mission of promoting safety, security, and integrity across Canada’s gaming sector.

Bob McDonald
Director, Surveillance and Compliance
Bob McDonald is a respected gaming security and surveillance leader with more than two decades of experience in casino security, compliance, and operational risk management. He currently serves as Director of Surveillance and Compliance at River Cree Resort & Casino, a position he has held since 2008, where he oversees surveillance operations, regulatory compliance, and the protection of gaming integrity.
Throughout his career, Bob has been a strong advocate for innovation, collaboration, and professional development within the gaming security industry. His expertise spans surveillance operations, anti-money laundering compliance, physical security, and emerging technology. He holds professional designations including Certified Anti-Money Laundering Specialist (CAMS) and Physical Security Professional (PSP), reflecting his commitment to industry excellence and continuous learning.
An active contributor to the broader gaming security community, Bob is a longstanding member of the Gaming Security Professionals of Canada (GSPC) and has held a position on the GSPC Board of Directors since 2020.

Mark Lane
Director, Cybersecurity
Mark Lane is the Director of Cybersecurity for BCLC.
He was elected to the GSPC Board of Directors in June 2026.

Kyra Thiele
Manager, Surveillance
Kyra Thiele is a gaming security and surveillance leader with more than 20 years of experience at Manitoba Liquor & Lotteries Corporation. As Manager, Surveillance, she oversees the teams responsible for protecting gaming integrity, conducting surveillance investigations, and supporting regulatory compliance across Manitoba’s gaming operations.
Throughout her career, Kyra has advanced through a variety of surveillance and leadership roles, building expertise in surveillance investigations, risk assessment, and team development. She is recognized for her collaborative leadership style, commitment to continuous improvement, and dedication to maintaining the highest standards of security and integrity.
Beyond her operational role, Kyra's leadership extends into volunteerism as well, including long‑standing involvement with the Girl Guides of Canada and Winnipeg Folk Festival.
Kyra has served as a Vice President of the Gaming Security Professionals of Canada (GSPC) since 2024.

Mike Arsenault
Manager of Operations
Michael Arsenault began his career with Red Shores Racetrack and Casino (ALC) in 2007 as a Security Officer and has since advanced through a series of leadership roles, including Security Supervisor and Assistant Manager of Security & Compliance. He now serves as Manager of Operations, where he is responsible for overseeing Security, Compliance, Anti-Money Laundering (AML), policy development and review, and Maintenance. In this role, Michael ensures operations remain aligned with organizational standards and regulatory requirements while supporting a safe and secure environment for guests and staff.
Raised in a harness racing family, Michael brings a strong connection to the industry and a deep understanding of its operations. He currently represents Red Shores as a board member of the Prince Edward Island Harness Racing Industry Association (PEIHRIA) and was elected Vice President of the Gaming Security Professionals of Canada in June 2026.

Supporting the work of the GSPC is a dedicated management team responsible for the day‑to‑day operations of the organization. Their operational expertise helps sustain the GSPC’s mission of strengthening professionalism, collaboration, and industry standards within the gaming security community.
Membership Manager
Cathy Cuglietta
Senior Analyst, AML Business Intelligence
Cathy Cuglietta has been a member of the GSPC since 2009. Her role within the GSPC has been to provide administrative support starting with website administration and for the past five years assisting with member enrolment, communication and invoicing duties.
Cathy has been an employee of BCLC for over 20 years with various roles in the Legal, Compliance and Security Department since 2003. Most recently she works as an Intel Analyst in the AML unit. In 2015, Cathy completed the Intelligence Analysis Graduate Program at the Justice Institute of BC and as of Feb 2017 achieved her CAMS (Certified Anti-Money Laundering Specialist) designation.
Financial Manager
Jaude Pominville
Internal Control Analyst
Jaude Pominville has been performing various administrative duties for the GSPC since 2012. She has an in-depth knowledge of GSPC finances, and assists in other areas of the organization as well (communication, legal, etc.).
Jaude serves as the Internal Control Analyst within Loto-Québec's Finance and Oversight Department. Among other things, she is in charge of coordinating the writing of policies, guidelines and procedures relating to all aspects of the casinos’ activities, so as to ensure that all risks are appropriately identified and controlled. She previously held the position of Security Analyst within Loto-Québec’s Corporate Security Department for over 8 years, where she was called in to analyze and consult on a wide range of security matters within the gaming industry. Prior to that position, she was a strategic analyst for the Longueuil police department.
Jaude is a graduate of the Université de Montréal (M. Sc. Criminology, 2007).
